Asphalt dimensional shingles because they are the most cost effective. Slate and tile roofs are rare in Ohio because not many people know how to install them , they are very expensive and not really necessary in this climate.
If you are hoping that the insurance company will pay for the roof then yes wait untill after a storm. The best time to install is May through November. You can replace a roof in the winter but it will likely not seal properly until late spring , early summer. We do not install roofs when its below 40 and will stay below 40 for the oncoming days or weeks becuase the roof will not be sealed properly.
